Note: The Secours National was a French organization created on August 4 , 1914, in charge of bringing aid to the soldiers, their families as well as to the civilian populations who are victims, by supporting the social services. At the beginning of the Second World War, the institution was reactivated. By a decree of May 20, 1940, a line of credit of 50 million francs was allocated to Secours National. Another decree, dated July 23, 1940, allocated to the organization the proceeds of the liquidation of the property of French people deprived of their nationality. The decree of October 4 , 1940, the day after the promulgation of the first statute for the Jews , placed the National Relief Service under the high authority of Marshal Pétain. During the Second World War , the Secours National was led at the national level by Georges Pichat, former vice-president of the Council of State, assisted in his task by Jean Toutée , also a member of the Council of State. The Secours National escaped the control of the regional prefects. The organization, a powerful instrument of propaganda, took on increasing importance over the years of collaboration. It had a monopoly on public appeals for generosity, and received subsidies from the State and local authorities. National lottery proceeds were awarded to it from October 1940.

Note: The M.L.N. (National Liberation Movement) was a Resistance organization. Created in January 1944 by Philippe Viannay and Claude Bourdet , the MLN brought together the United Movements of the Resistance and movements in the North zone, notably Défense de la France , Resistance and Lorraine 1. The creation of the MLN came after that of the National Council of Resistance (May 1943), produced by Jean Moulin at the request of General de Gaulle; it was the continuation of the process of unification of the Resistance movements. .

It says, “since the victory, the spirit of enjoyment has prevailed over the spirit of sacrifice. we have claimed more than we have served. We wanted to save the effort, today we encounter misfortune. I give France the gift of my person, to alleviate its misfortune. I would not be worthy to remain at your head, if I had agreed to shed French blood to prolong the dream of a few French people ill-educated about the conditions of the struggle.
